Missing "Mysterious Ailment" quest (lvl 5 City Charter Quest)

I cannot finish the city charter quest with Samuel in Wirgold, as there is no dialogue at this NPC's (I have the quest items in my backpack). I would appreciate it if you could fix this problem on both my characters: -Sandra- and _Alex_.

Battle training quest - blessing of warrior's have disappear
