Magic Tablecloth

Hello

Looking for advice on an item. http://warofdragons.com/artifact_info.php?artikul_id=32200

I know it gives you a 15 minute buff every 1 hour but I was wondering if anyone had this and could confirm if you can use it whenever you like for food and mana or can you just use it once per hour for the buff?

It's cheaper than "Bacon & Eggs" and lasts 3 times as long so I am assuming once per hour but would like if someone could confirm?
