Uninvited guests [4] problem

This is about the new lvl4 quest for city charters. I have completed the quest a few times already and only 1 fight was required. Today, I have fought the aggressors many times and did not get the message to get back to Givder. When I tried to speak with him, I could have a conversation about the enemy, but could not complete the quest. Is there something wrong?

Ok I had a second fight after the first one and completed the quest. I guess the problem is solved.
