Treatise On Rare Plants I bug?

I tried to go to the wise man with the book "Treatise On Rare Plants I"
Despite the fact that I am alchemist level 180, as required, and have read the collected gambier recipe, as required, I cannot read the book, and the wise man does not provide any help to read it.
I suppose this is some bug?
