Scroll of Attack

Just wanted a confirmation about something.

Someone told me that with the new update, people with the lvl range of 1-4 can't be targeted by Scroll of attack. Was wondering if that was true or not?

From what I have got from an exe is that u can attack any lvl with these scrolls. If anyone using them has a different experience please do let us know. :rose:
