Accessing Frozen islands is done upon completion of Chain quests.

First Quest - Device from Bottom of the Chest [4]

Quest begins when you click on the Chest (location screen) on the last location at the Zigred's hive (the Harcide's location).
Nest Step is to go to the Scientist (Avelius - magmars; Globius - humans).
He will ask you to open the chest.
Joker - All numbers must be equal to 7
Put grey cog in green socket
Put the yellow cog in the yellow socket
Put the green cog in the violet socket
Put the violet cog in the grey socket
Then unlock the chest and talk to the Scientist.
He will send you to go at Terror Wharf (magmars) or Grand Fort Harbour (humans) between 6:00 and 10:00 (server time) and activate the device there.
When done - return to the Scientist for completeion of the quest.

Reward: 1000 exp., 17 silver and quest Mysterious Plate open

Second Quest - Mysterious Plate [6]

Quest begins at the Scientist. He give you Misterious Plate and send you to Galash (magmars) or Voldemar (humans).
He ask you to put the right coordinates in the plate.

After done talk to the Trader (Galash/Voldemar)

Reward: 5000 exp., 1 gold 6 silver and quest Journey to the Frozen Islands open

Third and Last Quest - Journey to the Frozen Islands [8]

Quest begins at the Trader (Galash/Voldemar). He send you yo talk to the Wise man (Favvyi - magmars, Pandrik - humans).
He will send you to talk to the Gnome Spirit (available at late evening time only)
Gnome Spirit will send you to talk to the Scientist who will ask you to bring for him Gorgoyle Wing (received from killing Gorgoyle [8])
Then the Scientist will ask you to bring for him either 10 pcs. Eldive-warrior [10]'s swords or 10 pcs. Fire Kroffdor [10]'s axes (received upon defeating the monsters)
When done he will ask you to defeat Spider Patriarch [10] (found in the Kretche's Lair instance) and bring its cocoon to him.
When that done he will give you 4 Stabilisers that you need to use at the last ship location before the Frozen Islands.
Then last talsk is to move forward and step in the Frozen Islands. When you do that the quest is completed.
