Players can gain city reputation by doing;

-One time quests which give city reputation and main quests (quests with red talking option)
-Recurring quests
-Efrils

Some of the one time quests and Main quests give city reputation for once,after finishing them and receiving the city reputation these quest can not be done again.For example: A Natural Vaccine Against Curses and The Ultimate Gambit quests can be done only once and both give City Reputation.

Recurring quests such as Village Patrol,Bloodbath Battles and Iron Five Tournament can be done more than once and will give certain amounts of city reputation (10 City Reputation from Village Patrol,5-25 City Reputation depending on the token the player receives from Bloodbath Battles and 10-0 City Reputation from Iron Five Tournament depending on the player level).

Also Mages can do "War Mages Tournament" recurring quest to receive City Reputation.

Finally Efrils; Efrils might be found in stashes,might be received as event rewards for reaching some certain influence or might be found during events such as Stash in Plateau of Silence,influence reward in Abode of and in bags from Dangerous Guests event's third phase.

Efrils can be also received by using an Efril Replicator which can be bought with 1000 Relic Seekers reputation and be charged with 3 Efrils before using it for the first time (it can be upgraded with a sketch which can be bought when player has 2000 Relic Seekers reputation to receive more efrils from the machine daily).

or alternatively,players can turn their Faulty Efrils into Efrils (2 Faulty Efrils=1 Efril) in Elt Cube.

Yes,there are limits of reaching a certain amount of City Reputation for some levels.

Level 3 players can reach a maximum of 500 reputation.
Level 4 players can reach a maximum of 1500 reputation.

With the required City Reputations,the items in Shops of Square of Fire (Magmars) and Daylight Square (Humans) get unlocked. For example Amulet of Call - Iguaron is unlocked at 1500 City Reputation,Assault Zorb Amulet/Elite Berona Tiger Amulet is unlocked at 3300 City Reputation and Traveller's Rucksack gets unlocked at 9000 City Reputation.

And also for reaching some certain amounts of City Reputation,players get achievements and achievement points to get themselves emoticons and rise higher in ratings.
It's better to be silent and be thought a fool than to speak and remove all doubt. What's even better is to weaponize your words to destroy anyone who dares challenge you.
