you can use more than 1 at a time normally

I think they should make them tranferable until used, but thier response will most likely be no response, as normal.

You can have 2 of the scrolls stacked, but not the 3rd, and yea, it's really a waste and it's really stupid how it was designed. Same goes to the Guidebooks. I have 2 different types but the 3hr cooldown applies to both, again it's really stupidly coded.
