The player probably knows what gets replaced with what in an interracial chat. This is a breach of 1.d of Game Rules. As for the insults, you should follow the standart procedure for reporting offensive behavior to Guards/Administration.

If you have a suspicion that someone is abusing some game feature or using a bug or breaking any other game rules, please follow the correct procedures for reporting that.
