Problem with red quest

Hi, I was doing the red quest of lv 4 (The rescue of orlufia) and I declined it for start it again, but now Damirus dont give me the quest and I dont know what to do. Someone can give me some help?

Hi, this quest gives city rep as one of the rewards. For lvl 4, maximum rep you can have is 1500. Since you already have 1500 city rep, the quest will be available again after you level up.
