I can't get Warlord's Belt Quest

I have talked to Soygura the Craftswoman several times, and she does not offer me the quest. Someone said I needed to complete Opening Gambit, which I did a long time ago. Please help.

You need to complete the quest "The Ultimate Gambit" (not "The Opening Gambit").
