is the quest broken for me? i've click on the ship for more than a dozen times and each time it say:

You have been attacked by Human Aggressor [3] .
07:54 Fight begun: Attack on Baron Von Drake.
07:54 The creak of the deck-boards behind you causes you to spin around suddenly. You discover that enemy warriors that were hiding on the merchant ship have come out of their hiding place and are preparing to attack you. Strike them down!

i've killed them so many times but i just cant complete the city charter quest.
