Somewhat absentminded and forgetful, Okteon the Scientist is one of the wisest residents of the underwater world. Because he is obliged to retain a lot of knowledge (often useless) in his head, he pays no attention to what is happening around him and he makes totally absurd mistakes. Nevertheless, this kind old Flaundin would never harm anybody, which cannot be said of his explosive experiments.
