having problem using scrolls of dilution

having problem using scrolls of dilution to obtain marelous glass. i know i used them before on powders of weakness to get glass but this time it is not allowing me the option has there been a game change?

You cannot use the scroll on powder of weakness.

close, but try them on weak power potions instead.
