City Charter quest, maybe bugged

i am doing the Buzzing Siege quest, i need to kill 5 zigs, one in each difference location, but i kill the 5 then i go to silent steppe to deliver the quest and i cant, i killed 4 zigs in silent steppe and none in dead cove, maybe a bug ?

plz fix this
