Referal Rewards

Alright so I've had this one question for some time now and have even asked some of my friends if they could help me out with my predicament.If someone invites a person into the game does he/she earn the reward next to the amount needed or does the person invited have to reach the required level so that the person that invited the other can recieve the reward? ?(

Your referal has to reach the required level of each tier of rewards in order for you to recieve anything.
Say uhh could you do me a favor? You see that fire extinguisher there...?
