Warlords Belt quest

I find in mentor info site that the level 5 quest:

Warlords Belt
Where: Soygura the Craftswoman @ Square of Fire
Reward: Warlords Belt or Reinforced Warlords Belt

but i can not get e quest from Soygura , do i need to do before it? i do not finished Soygura's lower quest.

you need to finish the ultimate gambit quest to be able to get the warlords belt quest
