Ghost warriors of appropriate level to Chaotic wars

Can you please create bots for Chaotic wars from ghosts that wander in hunt mode that are same level with instance? I don't wanna need to wait for enough amount of players to start chaotic war.. You know chaotic is only place to activate fibulas..
