Multis, Powerleveling, & Spying

Is it considered spying when a player make use of his opposite race character to view forum threads related to one race? For instance, if a player has main character has human but makes Mag character to spy at locations and to read 'Mag Only' Forum area?

I think it will be considered as multi if a char is made just with a purpose of viewing opposite race forum and spying location or instance. But to know more about this will be good if you contact guards
