how rare is it? how many pieces are their total? what is the artifact..?

The quest gives you a new vault with 5 spaces. Each of the fragment can drop from mobs, with the forth fragment bought at the tavern. Once activated in the BOV cloister you will have access to the chest, giving 5 spaces for storage.
