Equip it and a quiver (you'll also need some arrows of the same level as the quiver). Then, during a fight, when you have enough energy (the bar along the bottom) you'll be able to use it.
You must have a bow, a quiver, and arrows. These can be purchased from your city shop or from drops. Once you have these, you must equip all three items. When you have them equipped and you begin a battle, you will need energy to use the bow. When you hit your opponent, you gain energy. When you have enough energy, you can use the bow.
