Guide -- How to put settings for not only clan leader can pay clan tax
Clan leader can authorize clan members to pay clan tax , but there is a prerequisite for this , clan citadel ''town hall'' building should be level 4

if your clan Town Hall is 4 lvl then clan leader can assign some clan ranks to pay taxes via these game menu sections
character-->clan - ->rank-->authority-->citadel , you can check ''pay tax'' boxes at there
After Town Hall lvel 4 you are no longer required to pay the tax at Clan Register office. Therefore the selected clan members can pay the tax via ''charachter--> clan-->control-->general section
