ultimate gambit

the quest Ultimate Gambit isnt showing at the elder?? also the quest strange mechanism isnt working as i have the 2 parts i need cog wheel and belt, it says go to blacksmith tungar and soygura and they will help u but thy have nothing there for me? plz help me as this is driving me crazy, thx :bll:
