Hi,
I'm guessing the quest you're referring to is: An Uncooperative Chest.

Solution:

Turn the Red dial 3 times, Green dial 1 time and Blue dial 4 times

Strange Mechanism quest:
Put grey cog in green socket.
Put the yellow cog in the yellow socket. Put the green cog in the violet socket. Put the violet cog in the grey socket. Then you go to terror wharf at 06:00 and use it
